Call for collaborative projects – Disruptive Innovation and Industrial Resilience (IRRI)

The Île-de-France Region supports disruptive innovation by fostering collaboration between SMEs, start-ups, mid-cap companies, large corporations and research laboratories, with a view to strengthening the region’s industrial and technological resilience.

What type of projects are eligible?

This call for proposals supports collaborative innovation projects falling under scheme No. SA. 111723 (experimental development/industrial research), involving businesses (SMEs, start-ups, mid-cap companies, large corporations) and/or research laboratories.

Projects aim to develop innovative solutions, from prototyping through to validation, with a view to industrialisation and market launch.

Projects must address one of the region’s priority sectors:

• Quantum technology (including enabling technologies),
• Artificial intelligence,
• Aeronautics, space, defence and dual-use technology,
• Health, women’s health, biotechnology,
• Semiconductors (photonics, optronics),
• Green technology (new energy sources, materials),
• Clean mobility.

Who is eligible?

• Eligible businesses and organisations
• Start-ups, micro-enterprises, SMEs, mid-cap companies and large enterprises,
• Research organisations based in Île-de-France.

Minimum consortium composition

Projects must involve at least two independent partners, at least one of which must be an SME. Consortia may include companies (SMEs or large enterprises) and/or research organisations, up to a maximum of five partners. Collaboration must be effective within the meaning of the RDI SA.111723 State aid framework. As such, no single partner may bear more than 70 per cent of the project’s eligible costs. A lead partner must be identified for the collaborative project.

What is the nature of the aid?

The aid takes the form of a grant and is governed by the rules of the call for proposals.

Minimum expenditure thresholds:

• €1 million for 2 partners, at least 1 of which must be an SME,
• €1.5 million for 3 or more partners (including 1 laboratory and 1 SME).

Maximum expenditure thresholds:

• €4 million for 2 partners,
• €5 million for 3 or more partners.

Maximum grant rate:

• Large enterprise: 40%,
• Medium-sized enterprise: 50%,
• Small enterprise: 60%,
• Laboratory: 100% of marginal costs.

No single partner may bear more than 70 per cent of eligible expenditure.

The maximum grant amount is €2,500,000.

The Region reserves the right to adjust the amounts depending on the quality of the projects.

Maximum project duration: 48 months.

Eligible expenditure:

• Staff costs,
• Depreciation of equipment over the duration of the programme,
• Contract research and licences, subcontracting,
• Overheads.

• A draft consortium agreement setting out the allocation of intellectual property must be provided to us.
• If the project has already received funding from another organisation, the maximum grant rate applies on a cumulative basis.
